This act regulates the handling of personal information by businesses operating in Japan and has been in effect since 2005. Its aim is to protect the privacy of individuals by ensuring that businesses handle personal information with due care and responsibility.


The APPI applies to all businesses that handle personal information in Japan, regardless of whether they are based in Japan or not. This includes both private and public entities as well as individuals who handle personal data as part of their work.


To ensure APPI compliance, businesses must appoint a Chief Privacy Officer (CPO) and implement measures to protect personal information. These measures include developing privacy policies, obtaining consent from individuals before collecting their personal information, and implementing security measures to prevent unauthorized access to personal data.
